Onslow County began programming for the Spring 2019 Empowering Youth and Families Program on February 25th. This was the first family cohort to participate in EYFP in Onslow County. Each family participates in a twelve session program that is designed to strengthen their relationships and empower them to lead community change.  Families also take part in a weekend retreat at Eastern 4-H Center in June, where they learn community action planning and create a vision for opioid misuse prevention in their community.

John Osborne

John Osborne

  • Onslow County 4-H Program Assistant
  • Has a background in Biology
  • His passion is in educating and empowering young people through 4-H and other youth development programs.
  • Currently working to bring Health Rocks! — 4-H’s substance abuse awareness and prevention curriculum — to Onslow County elementary and middle school health teachers who will teach the program to their students.
Virginia Freeman

Virginia Freeman

  • Has called Eastern North Carolina home since 2012
  • Background in social work
  • Enjoys her new position as EYFP Program Assistant because she is able to help families by giving them knowledge that has the potential to better their lives as well as their communities
Rafael A Arevalo

Rafael Armando Arevalo

  • Lived in Jacksonville area since 2004
  • Retired from Navy
  • Worked in substance abuse prevention since 2000
  • National and international certified in substance abuse prevention
Dawn Stallings

Dawn Stallings

  • 4-H Agent for Onslow County since June 2018.
  • Worked for three North Carolina Women’s Centers as a Prevention Specialist and Volunteer Coordinator prior to becoming a 4-H Agent.
  • Over 17 years’ experience providing direct and preventive services to victims of family violence.  
  • A North Carolina State University alumna and enjoys educating and empowering youth to be their best selves.
