Onslow County began programming for the Spring 2019 Empowering Youth and Families Program on February 25th. This was the first family cohort to participate in EYFP in Onslow County. Each family participates in a ten session program that is designed to strengthen their relationships and empower them to lead community change.  Families also take part in a weekend retreat at Eastern 4-H Center in June, where they learn community action planning and create a vision for opioid misuse prevention in their community.

Dawn Stallings

Dawn Stallings

Extension Agent, 4-H Youth Development
  • 4-H Agent for Onslow County since June 2018.
  • Worked for three North Carolina Women’s Centers as a Prevention Specialist and Volunteer Coordinator prior to becoming a 4-H Agent.
  • Over 17 years’ experience providing direct and preventive services to victims of family violence.  
  • A North Carolina State University alumna and enjoys educating and empowering youth to be their best selves.
John Osborne

John Osborne

4-H Program Assistant
  • Onslow County 4-H Program Assistant
  • Has a background in Biology
  • His passion is in educating and empowering young people through 4-H and other youth development programs.
  • Currently working to bring Health Rocks! — 4-H’s substance abuse awareness and prevention curriculum — to Onslow County elementary and middle school health teachers who will teach the program to their students.

Lee Stiles

Program Assistant, Empowering Youth and Families Program

  • From Beaufort and resides in Morehead City
  • Working on completion of an Associate Degree in Human Services Technology at Carteret Community College and plans to pursue a Bachelor’s Degree in 2020
  • Enjoys playing basketball, writing poetry, and attending Bible study
  • Interesting fact about me, I’m a licensed minister and community outreach facilitator in my spare time!

  • Lived in Jacksonville area since 2004
  • Retired from Navy
  • Worked in substance abuse prevention since 2000
  • National and international certified in substance abuse prevention
